In this article CAL staff member Annie Laurie Duguay shares excerpts from an interview with Victor Tam, principal of the Chinese Education Center (CEC) in San Francisco. The CEC is a K-5 elementary school that has welcomed newcomer students from Mandarin and Cantonese-speaking backgrounds and has served the Chinese immigrant community in San Francisco for the last 49 years. Also included are guiding questions for school leaders on serving newcomers.
