What Is CAL SIOP?

The original Sheltered Instruction Observation Protocol (SIOP) Model was developed by researchers Jana Echevarria, Mary Ellen Vogt, and Deborah J. Short under the auspices of the CAL and Center for Research on Education, Diversity & Excellence (CREDE), a national research center funded by the U.S. Department of Education.

The SIOP Model is a research-based and validated instructional model that has proven effective in addressing the academic needs of Multilingual learners. However, through extensive work with schools, districts, state education agencies, and organizations, CAL has expanded to the CAL SIOP Model, enriching the eight components and their respective features with context-specific services to support implementation in various classroom contexts.

8:30 Model

The CAL SIOP Model consists of eight interrelated components comprised of 30 features:

1. Lesson Preparation

Characterized by six (6) features, including Content and Language Objectives, Lesson Preparation is the basis for successful lessons.

2. Building Background

Three (3) features of this component help teachers make connections to MLs’ cultural and linguistic experiences while accessing content.

3. Comprehensible Input (CI)

This involves the implementation of three (3) features so teachers can make lesson content more accessible with support.

4. Strategies

This uses three (3) features to teach students to employ cognitive, metacognitive, and language learning strategies.

5. Interaction

Four (4) features that teachers use to launch high-level student interaction about content to meet rigorous standards.

6. Practice & Application

Characterized by three (3) features that facilitate deliberate use and practice of oral and written language.

7. Lesson Delivery

Four (4) features that help teachers monitor the success of lesson implementation in helping students meet objectives.

8. Review & Assessment

This uses four (4) features to determine the degree to which students are meeting a lesson’s content and language objectives.
