Jennifer Norton, EdD

Director, Test Development

Jennifer Norton oversees test development for paper-based and computer-delivered English language proficiency assessments developed in partnership with the WIDA Consortium. Jennifer’s project management and leadership cover all aspects of test development processes, from initial item generation to delivery of camera-ready materials, including graphic design and technology production components, as well as the development and implementation of quality control procedures.

Her 14+ years of experience began in community development with Peace Corps in Senegal, West Africa and inspired her to spend several years teaching English language learners in a general education classroom upon returning to Washington, D.C. Jennifer’s recent work has focused on language assessment, standards, teacher input into assessment, and teacher collaboration for the academic achievement of English language learners. She holds a doctorate in Curriculum and Instruction from George Washington University, a master’s degree in International Education policy from Harvard University, and a bachelor’s degree in French and Linguistics from Georgetown University.
